The ever-wise Ben Horowitz wrote a rather nice piece on “can-do culture” a year or so ago, and finishes with the exhortion “Don’t Hate, Create“.  I rather like that.

I think the phrase “can do” has become overused and lost some of meaning.  A “can do attitude” seems almost obligatory on graduate CVs these days, and when a term is adopted for government policy I always feel it must be in some sort of decline.  Scotland CAN DO is a useful framework, but why isn’t it called “Scotland WILL DO”.  Take out the passive capability, and make it an active certainty!
